It's difficult to bring suitcases onto the cable car across the lake. Use lockers inside the terminal building or at Namchuncheon Station.
There are lockers inside the lower cable car station. If coming from Chuncheon Station, storing bags there and touring Dakgalbi Street first is a good plan.
